What is a locked or unlocked Processor CPU ?         CPU Bild

The AMD Athlon processor for Socket A was delivered from production from calendar
week 43 2003 "locked". That means the processor multiplier is not free eligible.
AMD Athlon processor for Socket A from production week ago 43 / in 2003 
are "unlocked". The multiplier CPU is freely eligible here.
Also "unlocked" are 	generally Mobile XP processors, with the identification XP-M 
e.g. XP-M2600+ for a mobile Athlon XP 2600+ 
The production week can be identified from the black type label on the 
AMD Processor top side:
Athlon XP Production week
03 stands for 2003 and 46 for the calendar week of the manufacturing.

What one can do on the contrary ?

The processor multiplier in the Bios cannot be set on some Mainboards more than 12.5
Why ? ?
This is not supported by the processor CPU Socket, there is 4-bit FID and 5-bit FID
support, depending on what the Mainboard manufacturer applies.

Unfortunately, there is not a specific list for Mainboard with 5-bit FID support.
